Control Body Telix is an accredited body authorized to provide verification services of devices for measuring speed of vehicles in traffic, including:

We provide verification services both in the laboratory and in the field, using the highest standard measuring equipment and in compliance with current legal regulations and metrological requirements.
Accreditation and authorizations
Control Body Telix is accredited by the Accreditation Body of Serbia (ATS) according to the international standard SPRS ISO/IEC 17020:2012 and authorized by the Directorate for Measures and Precious Metals (DMDM) to perform verification services of devices for measuring speed of vehicles in traffic.

Terms of service of conformity assessment of measuring instruments at Control Body Telix
- Scope and Performance of Tasks
Control Body Telix is responsible for performing tasks related to the control of devices for measuring the speed of vehicles in traffic, which have been entrusted to it, in accordance with the accepted scope of accreditation and the offer or contract. - Obligations of Control Body Telix
a. Control of devices for measuring the speed of vehicles in traffic is within the expertise of Control Body Telix and it possesses the necessary resources to meet the requests.b. Requests for services provided by Control Body Telix are clearly defined, with special conditions understood, enabling the personnel responsible for the control services to be given unambiguous instructions.
c. The work to be performed is managed through regular supervision and monitoring by the Technical Manager.
- Technical Documentation for Control Objects
Unless otherwise agreed, the accompanying technical documentation must be provided to Control Body Telix in advance, at the latest before the start of the control. - Ownership and Usage Rights
The client has the right to use the results of the performed service for the intended or specifically agreed purpose. The client will use the obtained results in a way that prevents them from being misinterpreted or misused.The client has the right to reproduce the issued control certificates in full. Any other use requires the consent of Control Body Telix.
- Confidentiality
Full confidentiality is ensured for the agreed services unless otherwise agreed. Control Body Telix is responsible, through legally binding obligations, for all information obtained or created during the calibration process. Control Body Telix will inform the client in advance about the information it intends to make publicly available. In addition to the client, the owner/user of the measuring instrument, regulatory metrology authorities, judicial and other government bodies have the right to access the control results and conformity assessment without the client’s consent.
Telix LLC Novi Sad, as a legal entity, assumes legal responsibility for handling information and data obtained during the control process performed by Control Body Telix. Technical Manager and all those involved in the control and conformity assessment of devices for measuring the speed of vehicles in traffic, as required by law, agree to maintain confidentiality of all information obtained or generated during the conformity assessment activities or obtained in any other manner from the client commissioning the control, by signing the Code of Conduct. This information and data are treated as confidential and are considered intellectual property, business secrets and proprietary rights of the client.
If the Control Body is required to disclose confidential information due to a legal obligation or an obligation arising from a contract, the relevant client will be notified, unless prohibited by law. Information about the client obtained from sources other than the client will be treated as confidential. - Client Complaints and Appeals
In case of complaints or appeals regarding control results, Control Body Telix follows the procedure outlined in PC.05 – Complaints and Appeals Procedure.If requested by client, the client can review the content of PC.05 – Complaints and Appeals Procedure.
- Responsibility for Quality Service Execution
Control Body Telix will, at its own expense, rectify any deficiencies that arise from failing to meet its obligations regarding the quality of services provided, as determined by a commission report formed by representatives of both the client and the Control Body. - Occupational Health and Safety
Control Body Telix commits to taking all necessary occupational health and safety measures for its staff and any potential client representatives during service execution. - Access to Items / Control Equipment
The client agrees to provide unhindered access to the devices being controlled. For specific control items, the client’s representative must accompany Control Body Telix staff during the service. - Service Deadlines
Services are performed within the deadlines specified in contracts, offers, or by mutual agreement.
2. Regulation on handling complaints and appeals
Pursuant to Article 11 of the Regulation on the Conditions for Performing the Work of Verification of Measuring Instruments, the Method of Authorization, and the Maintenance of the Register of Authorized Bodies (“Official Gazette of RS”, No. 2/2017), and in accordance with the Law on General Administrative Procedure (“Official Gazette of RS”, No. 18/2016 and 95/2018), particularly Articles 151 to 174, the Director of the Company “TELIX” LLC, Novi Sad, Bulevar Slobodana Jovanovića 2, issues the following:

AMENDMENTS AND ADDITIONS
Definitions
Article 1
In this Regulation, a complaint refers to an expression of dissatisfaction, other than an appeal, by clients concerning the verification of vehicle speed measuring instruments within the accepted scope of accreditation and activities related to verification, conducted by the Authorized Control Body “TELIX” Novi Sad, from which proper conduct is expected.
An appeal, in the context of this Regulation, refers to a request submitted to the Authorized Control Body “TELIX” Novi Sad for the reconsideration of any unfavorable decision made against a client, concerning the verification of vehicle speed measuring instruments or related verification activities.
Approach to Complaints and Appeals
Article 2
Employees of the Authorized Control Body “TELIX” Novi Sad are required to take all complaints and appeals seriously and respond to them accordingly. If the received complaints and/or appeals are found to be justified, they will be resolved in accordance with the Law on General Administrative Procedure (“Official Gazette of RS”, No. 18/2016 and 95/2018), particularly Articles 151 to 174, this Regulation, and documents of the Management System of the Authorized Control Body.
Right to File a Complaint
Article 3
If a user of the vehicle speed measuring instrument verification service has any objections, comments, or complaints about the work of the employees of the Authorized Control Body “TELIX” Novi Sad, the inspection and verification results, service costs, or completion deadlines, they may submit these in the form of a complaint, either orally or in writing, clearly stating their objections.
Complaints should be clearly formulated, reasoned, precisely defined, and supported by evidence.
Article 4
The Authorized Control Body “TELIX” Novi Sad has established a Customer Satisfaction Survey, in which users may enter complaints and/or objections. The person responsible for the notes in the Satisfaction Survey is the Technical Manager.
Right to Appeal
Article 5
Against a decision rejecting the verification of a vehicle speed measuring instrument, issued by the Authorized Control Body “TELIX” Novi Sad as the first-instance authority, the party has the right to appeal.
Competence for Deciding on Appeals
Article 6
The competent Ministry for metrology matters shall decide in the second instance, in accordance with Article 6 of the Law on Metrology. The appeal shall be submitted to the competent Ministry via the Authorized Control Body “TELIX” Novi Sad.
Deadline for Filing an Appeal
Article 7
An appeal must be filed within 15 days of receiving the decision rejecting the verification of the vehicle speed measuring instrument.
Filing the Appeal
Article 8
An appeal against the decision rejecting verification must be submitted within 15 days, either personally or by mail, to the Authorized Control Body “TELIX” Novi Sad, which issued the first-instance decision.
Contents of the Appeal
Article 9
The appeal must indicate the decision rejecting the verification being contested, the name of the Authorized Control Body “TELIX” Novi Sad as the issuing authority, and the number and date of the decision. It is sufficient for the appellant to state in what way they are dissatisfied with the decision; a detailed explanation is not required.
Actions of the First-Instance Body on the Appeal
Article 10
The Authorized Control Body “TELIX” Novi Sad, as the first-instance body, shall examine whether the appeal is admissible, timely, and submitted by an authorized person.
If the appeal is inadmissible, untimely, or filed by an unauthorized person, the Control Body shall issue a Decision on Rejection of the Appeal.
The party has the right to a special appeal against this decision.
Article 11
If the Authorized Control Body “TELIX” Novi Sad finds the appeal justified and no additional investigative procedure is required, it may resolve the matter differently and replace the initial decision with a new act.
The party has the right to appeal this new act.
Actions of the First-Instance Body on Complaints
Article 12
In the Authorized Control Body “TELIX” Novi Sad, complaints from service users are resolved by the Technical Manager as the authorized person in the first-instance procedure.
Article 13
If the complaint concerns the quality of the verification service, i.e., suspicion regarding the accuracy or inaccuracy of a verified or non-verified instrument, the Technical Manager may order a re-examination and re-verification.
Following the re-examination of the vehicle speed measuring instrument, the Technical Manager compares the new results with the previous ones subject to the complaint. Based on the new findings, a decision is made on the justification or lack thereof of the complaint.
Notification of Complaint Decision
Article 14
The decision on the justification or unjustification of the complaint shall be delivered to the service user in written form within no more than 15 days.
Costs of Re-examination
Article 15
If the user is proven right in the appeal or complaint procedure, the Authorized Control Body “TELIX” Novi Sad shall carry out all re-measurements free of charge.
Article 16
If the same results as the previous ones are confirmed and the user’s complaint or appeal is found baseless, the Authorized Control Body “TELIX” Novi Sad may, if deemed appropriate, initiate a procedure for cost recovery of the re-measurement.
Article 17
If the user is dissatisfied with how the complaint or appeal was resolved—i.e., if they believe the new results are still incorrect—a mutually agreed third Authorized Organization may be chosen to perform additional measurements. The result from the newly chosen Authorized Organization shall be considered final. The cost is borne either by the user or the “TELIX” Control Body depending on the outcome.
Records of Decisions
Article 18
The Authorized Control Body “TELIX” Novi Sad keeps records of received complaints and appeals, as well as decisions made, which are available for inspection by representatives of the competent Ministry or the Directorate for Measures and Precious Metals.
Transitional and Final Provisions
Article 19
This Regulation shall enter into force and become applicable on the date it is signed by the Director of “TELIX” LLC, Novi Sad. Upon the adoption of this Regulation, Regulation No. 18/19 dated 01.03.2019 ceases to be valid.

Examination outcomes
If the instrument is found to meet the necessary metrological requirements, it will be stamped in accordance with the Law on Metrology and related regulationsand a Verification Certificate will be issued, confirming the instrument’s validity.
If the measuring instrument does not meet the necessary metrological requirements, a Decision on Refusal of Verification will be issued.
A measuring instrument whose stamp or Verification Certificate has expired must not be used.
